Factual Insights on proposed Deep Tunnel Sewerage System near Teresa Ville...

Following up on the post dated June 8 on this blog titled
"Beware of Exaggerated and Alarmist Proclamation regarding Deep Tunnel Sewerage System (DTSS)"; please find below, summary of
factual insights on proposed DTSS in the vicinity of
Teresa Ville. This summary is based on the briefing by PUB delegates to members
of Teresa Ville MC and few invited experts, on June 13 at 7.30 PM. This
summary is based on inputs from few MC members and one of the invited experts
who attended the said briefing.
"We have come across irresponsible information by
some SPs regarding the impact of the Deep Tunnel Sewerage System on Teresa
Ville.
What we do know for a fact are:
1. It occupies a small part of the vacant land between Teresa Ville
and the Ayer Rajah Expressway. The boundary is clearly marked out in the latest
URA Master Plan. The remainder of the vacant land will not be affected or used
in the construction works.
2. The DTSS tunnel does not cut through Teresa Ville property at
all.
3. The entire construction duration will last from 2019 to 2024-25.
Most of the busy work will be in circa 2019, when they build the shafts.
4. The construction site hoardings will be about 22m away from TV's
boundary and the site will be largely screened by hoardings and the
existing earth mound from Teresa Ville.
5. There are strict guidelines on noise, dust, odour and vector
control measures imposed by PUB and NEA on the Contractor, throughout the
construction period.
6. After completion in 2024-25, it is uncertain when the DTSS will
be commissioned for use. It is possible that it may lie unused for some years
as it is a long term infrastructure provision for Singapore.
7. When commissioned, dampers have been designed to pressurize the
tunnel (via the vertical shafts) so that foul air does not escape. This is in
addition to other odour control measures that are being provided. It was
emphasised that at 50m deep, foul air escape is unlikely.
8. The situation is not unique to Teresa Ville, other properties
like Harbourlights, Interlace, Leedon Heights etc are in a similar situation.
9. The Contractor is mindful that traffic and pedestrian management
are very important. They will be working with LTA on this matter."

Attention: Fellow TV Owners, who have not signed the
CSA
Please do not listen to unauthenticated rumors by some over
excited pro-enbloc SPs who want to instill fear by false or exaggerated or
distorted facts regarding DTSS project, with objective of influencing peacefully living SPs to sign the
CSA. Please also read thru other recent posts on this blog, warning SPs against
falling prey to "fear tactics", adopted by some pro-enbloc
supporters in recent weeks. Thank you.
